Article 1   The Charter is enacted in accordance with Article 12 of Kinmen County Self-Government Organization of Government Organization.

Article 2   Kinmen County Police Bureau (hereinafter referred to as the Bureau) is under Kinmen County Government to be in charge of police related matters and is under the direction and supervision of National Police Agency, Ministry of Interior (hereinafter referred to as the Agency).

Article 3   The Bureau is headed by a commissioner to direct and supervise its affiliated institutions and policemen; a vice commissioner is assisting the Bureau related matters.

Article 4   The following Sections, Offices, and Centers under the Bureau are in charge of the following matters:

1.    General Affairs Section: duty planning, police force allocation, police district division, police uniform, equipment standards, prevention of moral decay, and assist general affairs; overseas Chinese management and security safeguarding, handling of foreign affair related cases, issuance of police record, and other  foreign affairs police matters; planning and development of police information system, operation, management and maintenance of computer software/hardware equipment, information education training and consultation services, and other related matters of information processing.

2.    Police Order and Civil Defense Section: police equipment planning and supervision, assembly and march permit, order maintenance, training and utilization of auxiliary police, wartime police tasks, military mobilization assistance, civil defense, general training, protection, intelligence protection, supervision of civil groups, and other police order and civil defense matters.

3.    Household Registration Section: planning and promotion of household registration survey, and other household registration related matters.

4.    Logistics Section: property management, building and office maintenance, communication, police equipment supply, and other related logistics.

5.    Mainland China Affairs Section: security safeguarding of civil airport and seaport, emergency response, mainland China smuggler handling, deportation of visitors from Mainland China, Hong Kong, and Macau staying over legally allowed duration, investigation of illegal endeavors, and police related affairs in cross strait exchanges.

6.    Secretariat: paperwork preparation and review, information compilation, general affairs management, handling of confidential documents and emails, documentation, filing, research and evaluation, seal, cashier, regulations, and other matters not responsible by other Sections, Offices, and Center; civil service, press release, contact window with legislative authorities, and other public relations matters.

7.    Inspector Office: supervision, evaluation, safeguarding morals of policemen, special police tasks, and other supervision and evaluation related matters; police educational training, police force psychological consultation, and other training related matters; safeguarding ethics.

8.    Intelligence Security Office: protection of classified information and espionage prevention, security safeguarding, investigation of public order related events, surveillance and investigation of national security related information, and other security related matters.

9.    Duty Command Center: command of police duty, dispatch of police force, coordination and management of the latest public order condition, management of 110 case reporting system, and other duty command matters.

The Sections and Offices of the Bureau are entitled to dispatch business to subsections when necessary.

Article 5   Posts under the Bureau include chief secretary, chief inspector, executive office, section chief, chief, secretary, subsection chief, inspector, investigator, police officer, clerk, and associate clerk.

Article 6   Accounting Office is set up under the Bureau with chief accountant and clerks to handle annual final accounts, accounting, and statistics matters in accordance with laws and regulations.

Article 7   Personnel Office is set up under the Bureau with chief and clerks to handle personnel management matters in accordance with laws and regulations.

Article 8   The following functions shall be established under the Bureau:

1.    Special Police Brigade: with captain, deputy captain, leader, and police officer.

2.    Criminal Investigation Corps: with commander, deputy commander, chief, captain, police officer, detective, second-lieutenant, leader, and detective sergeant.

3.    Traffic Police Brigade: with captain, deputy captain, leader, and police officer.

4.    Juvenile Delinquency Prevention Brigade: with captain, deputy captain, leader, and detective sergeant.

There are two sections and one brigade under Criminal Investigation Corps.

Article 9   The Bureau shall set up Precincts based on public order and three sections shall be established under each Precinct; Deputy Command Center, Investigation Brigade, and Special Assignment Brigade.

                  Branch Police Stations and Police Stations shall be set up under Precincts; police duty shall be divided into segments.

                  Precincts shall set up police stations at remote areas or on offshore islands so that the police duties can be performed.

Article 9-1   Precincts shall set up posts including director, deputy director, chief, chief, captain, deputy captain, officer, second-lieutenant, sergeant, sergeant, and police officer.

                     Branch Police Stations shall set up posts including chief, deputy chief, sergeant, and police officer; Police Stations shall set up posts including chief, deputy chief, and police officer.

                     Deputy captain in Paragraph 1 shall be acted by major police officer, major detective, major second-lieutenant, or major sergeant.

                     Chief in Paragraph 2 shall be acted by major police officer, major second-lieutenant, or major sergeant; while deputy chief shall be acted by major second-lieutenant, major sergeant, or major police officer.

Article 10    Establishment, cut down and merge of affiliated police brigade, precinct, branch police station, or police station shall be reported to National Police Agency by the Bureau. After obtaining the approval, the Bureau shall proceed with the matters in accordance with regulated procedures.

Article 11 Details of job responsibility of various departments under the Bureau shall be developed by the Bureau and submitted to Kinmen County Government for approval; Details of job responsibility of affiliated police brigades or precincts shall be developed by each individual agency and submitted to the Bureau for review.

Article 12  Ranks and grades and quota of each post mentioned in the Charter shall be defined in a separate organization chart.

Article 13 The Charter shall take effect as of July 1, 2005.

The Charter amended on March 18, 2008 shall take effect on the day of announcement.
